Strengthening Integrated Border Management along the Moldovan-Ukrainian border

The Cuciurgan-Pervomaisc crossing point, located in the Transnistrian sector of the border, is the busiest border crossing point of the Moldovan-Ukrainian border, being passed by about 1,800 means of transport and 7,300 people per day.

The Reni-Giurgiulești border crossing point is also one of the busiest crossing points of the Moldovan-Ukrainian border. Its importance increases due to the intensification of international trade in the area where the Giurgiulesti Free International Port and its terminals are. In particular, a large number of trucks with export cereals cross the border.

The flow through these two crossing points reaches about 3 million people and 810,000 means of transport per year. For this reason, there is a pressing need for good coordination and improvement of information exchange between the two countries and their border and customs management agencies, in order to maximize the benefits of the cross-border circuit of persons and goods, while minimizing the risk of regime violations. border.

The overall objective of this project is to further improve Integrated Border Management (MIF) and improve the transparency and operational capacity of the customs and border authorities of Ukraine and the Republic of Moldova to 1) facilitate faster, more secure border control and more efficiently, and 2) to reduce the rows and the waiting time for people and transport, which will have a positive overall impact on cross-border trade and cross-border passenger traffic.

This objective will be achieved by improving the infrastructure, renovating the buildings, improving the exchange of information and optimizing the border crossing procedures at the border crossing points (PTF) at the borders between Ukraine and the Republic of Moldova. In particular, the action will focus on the following: (1) PTF Cuciurgan-Pervomaisc, (2) PTF Reni-Giurgiulești, (3) Joint Contact Point, to be created at PTF Palanca, and (4) mechanisms for exchange automated information. These specific objectives have been identified by the European Commission as the priorities to be addressed in this project, within the framework of the operationalization of bilateral agreements and protocols on the management of the Moldovan-Urcan border. *
