The results of International Organization for Migration (IOM) Mission in Moldova and General Inspectorate for Border Police (GIBP) joint efforts in enhancing the training capacities of the Moldovan Border Police were discussed on October 1, 2020 during the 2nd Steering Committee meeting of the ”Enhancing the training capacity of the border police in the Republic of Moldova” project.

During his opening remarks, the IOM Chief of Mission, Mr. Lars Johan LÖNNBACK highlighted the strategic importance of the project mentioning that: “This is a forward-looking project, aimed at contributing to enhancing the overall operational capacities of the Moldovan Border Police as a modern border agency ensuring Moldova’s state border security thus contributing to Moldova’s positive input to the regional security as an EU bordering country”.

In his opening statement, the Deputy Chief of the Border Police, Mr. Valentin FIODOROV, expressed the institution’s appreciation of IOM’s work towards implementing institutional reforms, developing human resources in order to ensure adequate preparedness for quality border control and observance of border regime in the border zone and border crossing points. Mr. Fiodorov also expressed deep appreciation for IOM’s continuous support during COVID-19 pandemic.

Based on two assessment reports on the current status of CEBS training system and all course units, a series of recommendations for an updated CEBS curriculum were proposed by project experts. The produced documents will form the basis for further development of the CEBS training system, towards developing a comprehensive training curriculum for CEBS aligned with the EU Sectoral Qualifications Framework (SQF) for border guarding, comprising three training topics identified during the assessment: i) Professional communication; ii) State border Surveillance; iii) State Border Control.

Also, a comprehensive CEBS Strategic Development Concept was discussed during the meeting. The document provides a structured vision based on the relevant EU standards and best practices towards planning, organizing and carrying out of GIBP training activities, including specific measures for supporting anti-corruption efforts and gender equality.

The project is implemented by IOM Mission in Moldova with the financial support of IOM International Development Fund and aims to support the GIBP institutional development and operation by focusing on the human resources development through the creation of a sustainable training system within the Centre of Excellence in Border Security, while also targeting insurance and protection of migrants' rights.
